In the wake of public demonstrations held by Islamists in Hamburg at the end of April and beginning of May, the red-green Senate is planning to make calls for a caliphate or Sharia law punishable in Germany. Interior Senator Andy Grote (SPD) brought this initiative to the Conference of Interior Ministers (IMK) in order to expand the existing criminal laws. This aspect is also being discussed as part of the IMK's initiative to develop a comprehensive catalogue of measures.
The demonstrations in Hamburg, which were organized by the group Muslim Interaktiv and are classified as extremist, have caused a stir nationwide. At one of the rallies, there were public calls for a caliphate, which led to violent reactions. The second event was held under strict conditions that also prohibited the expression of calls for a caliphate. These events have led to an intensified discussion about the criminal liability of such calls.
